Notice Regarding Driver’s License Eligibility in Florida
Under Florida law, certain out-of-state driver’s licenses are not recognized for driving privileges within the state.
As of mid-July 2023, only specific licenses issued by Connecticut and Delaware are subject to this restriction. The Florida Department of Highway Safety and Motor Vehicles has provided that the following indications appear on invalid license classes:
- DO - Not for Federal Identification License has a “DO” for Drive Only listed in the State (CT)
- Driving Privilege Only - Not Valid for Identification (DE)

International renters or authorized drivers must present a valid drivers' license from their country of origin. If the drivers' license is in a language other than English, a valid International Drivers Permit must also be presented. Additionally, if you intend to rent outside of your home country, Paylesscar may require that you present a valid passport, as secondary form of identification at the time of your check-out.
- Canadian citizens entering the U.S. by air must present a valid driver(s) license and passport.
- Canadian citizens entering the U.S. by car, train, bus or ship may present an enhanced Canadian license instead of a passport. Enhanced licenses contain the words: enhanced or permis de conduire plus.
- Customer with a foreign driver(s) license (other than a U.S. or Canadian driver(s) license) may be required to also present a valid passport as a secondary form of identification at the time of check out. The name on the passport must match to the name displayed on the foreign driver(s) license.
- As a result of suspicious activity arising from the fraudulent usage of driver’s licenses, effective immediately, when a customer presents a Mexico-issued driver’s license, a secondary form of identification in the same name as the facially valid driver’s license and credit card is required.
- Acceptable secondary forms of ID: valid government issued passport, a valid travel visa.
