What does it take to rent a car?
All drivers must meet the renting location's minimum age requirements, have a valid drivers' license, clean driving record, and present a major credit card in his/her own name at the time of rental. International renters/drivers must have a valid drivers' license from renters/drivers country of origin or a valid international drivers' license. Payless requires written proof of liability insurance covering injury to third persons or their property and collision and comprehensive insurance covering any Payless vehicle while on rent.

 

How can I get a copy of my receipt or rental agreement?
To request a copy of your receipt or rental agreement, please contact us using this form and allow 72 hours for a response.

 

Does Payless have a lost and found?
If you've left a personal item behind, please call the Payless location at the phone number listed on your rental agreement. We recommend that you report your lost item immediately, as we can't guarantee its return, but we'll do our best to find it.

 

Does Payless provide a Roadside Assistance Program?
Yes, Payless offers customers the opportunity to add the Payless Roadside Service plan, which provides help 24 hours a day, 7 days a week every day of the year including holidays.  RSP is offered as an optional product at most Payless Car Rental locations in the United States and Canada. What happens if I have a car out on rent that gets recalled?
At Avis Budget Group, the safety of our customers and employees is of great concern. Our policies and procedures regarding the handling of vehicles that are the subject of a manufacturer's recall notice is a prime example of how we put our customers' safety first.

Periodically, automobile manufacturers provide notices of issues relating to their vehicles. These notices range from minor issues to recall notices relating to vehicles that may pose a risk to the safety of the driver, passengers and the general public.

In the United States, when we receive a safety recall notice from a vehicle manufacturer under the Motor Vehicle Safety Act, we identify the affected vehicles in our fleet and place them on a "hard hold" in our reservations system, which prevents them from being rented. We then do not rent these a vehicle until we are able to implement a remedy that has been approved by the manufacturer and the National Highway Transportation and Safety Administration (NHTSA).

In addition, when our vehicles become subject to a safety recall, we use a third-party vendor that automatically calls customers within 24 hours when we have confirmed that the vehicle they have out on rent has been recalled. This process is used to contact all customers who have provided a telephone number and/or email address during the reservation or check-in process through which the customer can be reached. Each customer who has rented a vehicle that is subsequently subject to a recall will receive a message providing specific instructions as to how, where and when the vehicle may be returned for an exchange. If no valid telephone number has been provided, a written notice will be sent to the renter's residential address.

 

Is Payless compatible with Tripit?

Accidents  

Immediately contact the police to complete an accident report and then notify the Payless rental location within 24 hours of the accident. In most incidents, you will need to return to the rental office to complete an accident report for Payless Car Rental's records and your own. This report is for both parties' protection, and is particularly important if you have purchased a waiver of damage.

Age Requirements

Renter must be 25 years of age with a valid driver's license and a major credit card in his/her own name. Renters 21 through 24 years of age may rent Economy, Compact, Intermediate, Standard, Full sized cars and Mini Vans with an additional $25.00 per day surcharge. Underage surcharge will not appear in total pricing on the reservation.

Additional Drivers
All drivers must meet our minimum age requirements, present a valid photo driver's license and credit card in his/her own name. All location policies that apply to the renter will also apply.
Additional driver fee: $ 10.00 per day per additional driver.
After Hours
After hours returns are permitted in most instances, please contact the location directly for details.
Border Crossing
Rentals originating in the United States (USA) are not permitted to cross the borders of Canada or Mexico without written authorization from the renting location. If permission is granted by the renting location, additional rental qualifications may apply.

Cancellation Policy
 
Cancel notification must be received one hour prior to the scheduled arrival time unless otherwise specified on your reservation conformation.

Collision Damage Waiver (CDW)

Collision Damage Waiver (CDW) is not insurance and not mandatory. If you accept full CDW by your initials on the rental document at the daily rate, for each full or partial day that the car is rented to you, and the car is operated in accordance with this agreement, we assume all loss or damage to the car except, if permitted by law, for lost, damaged or stolen keys or remote entry devices, towing or tire service unless related to an accident, or recovery of the car if stolen, and except for your amount of "responsibility", if any, specified on the rental document. Partial Loss Damage Waiver (PDW) is available only where permitted by law. If you accept PDW at the indicated daily rate, and the car is operated in accordance with this agreement, we assume all loss or damage to the car up to the amount as specified on the rental document and you accept responsibility for all other loss or damage. If you do not accept either CDW or PDW, you owe for all loss or damage to the car. Loss and damage are described in the following paragraph. You acknowledge you have been advised that your own insurance may cover loss or damage to the car.


Concession Recoupment Fee
Some Airports charge a fee for conducting car rental business in the airport terminal or consolidated rental car facility. The fee is added to the rental charges, collected by Payless and remitted back to the airport authority.

Customer Facility Charge
A Customer Facility Charge may be imposed by an airport to offset the cost of operating a consolidated rental car facility located and maintained on airport property. The fee is added to the rental charges, collected by Payless and remitted back to the airport authority.

Debit Cards

Debit Cards are accepted when renting an Economy, Compact, Intermediate, Standard, Full-size, Premium car, SUVs and Minivans only. The estimated amount of the rental plus an additional amount of $350.00 will be assessed against your debit card at the time of rental. We release the hold on funds when the vehicle is returned however, these funds may no longer be available for your immediate use and may take up to 14 days, depending on your bank, to become available.

We will not be responsible for any returned check(s) or insufficient fund charges or bank fees related to this process. Use of a debit card to rent a Vehicle may be subject to a review of your credit history. The inquiry will be posted on your credit report and may have an effect on your credit score. If the debit card fails to meet our debit card criteria, you may either be unable to rent a Vehicle. or required to present a major credit card in your name to qualify for rental at this location.

Disabled Drivers  

Disabled Drivers- **Reservations to request disability equipment should be placed only by calling 1 800 PAYLESS**

Hand controls are provided at no additional cost however availability of special equipment must be verified before the reservation can be confirmed.
If you require special equipment to operate the vehicle, please contact us at 1 800 PAYLESS. We will process your request and send a confirmation response within 72 hours after verifying availability with the renting location.

ADDITIONAL AUTHORIZED DRIVERS FOR VISION IMPAIRED RENTERS

A traveling companion who will serve as a driver for the visually impaired renter will be authorized at no additional charge. Drivers must meet our age requirements and possess a valid driver's license. Please advise the Payless representative of the companion driver at the time of rental. Both must be present at the time of the transaction.


Driver's License

The renter and any authorized driver(s) must have a valid drivers' license in their own name. The drivers' license must be valid for the entire rental period. International renters or authorized drivers must present a valid drivers' license from their country of origin. If the drivers' license is in a language other than English, a valid International Drivers Permit must also be presented.


Driving Record

Payless Car Rental may perform a drivers' license check and may deny a rental car based on a negative driving record.


Energy Recovery Fee

A separately stated nominal Energy Recovery Fee will be assessed at select Payless locations. The daily fee is imposed to offset the rising energy costs related to our business. Where assessed, the fee will be included in the total price quoted at the time of reservation.


Fuel Policies/Charges

OPTION #1: PREPAY FUEL OPTION (BUY A TANK)
Vehicle is rented with a full tank. You may purchase a full tank of fuel at the time of rental; bring the vehicle back with fuel at any level. There will be no credit issued for unused fuel.

OPTION #2: FUEL SERVICE OPTION (WE FILL THE TANK)
Vehicle is rented with a full tank. You may bring the vehicle back full to avoid a charge or Payless will refuel your vehicle based on the miles driven or level of the tank. A refueling service fee will apply per gallon.


Local Renter Restrictions

Local renters require a verification process which may include verifying personal information such as home phone number, address and/or employment. Supporting information can be a current utility bill, recent bank statement and /or pay stub.


Geographical Restrictions

Location must be notified at time of rental when driving out of the originating state. Failure to notify location may result in additional penalties.


GPS Tracking
Some rental operations may utilize a device that monitors the use of the rental vehicle. The use of the product, if applicable, will be disclosed at time of rental.

Grace Period

Rental is based on a 24-hour period. The customer receives a 29-minute grace period. If he/she keeps the vehicle after this time, an hourly rate will apply from minute one.


Insurance Covered (by my Credit Card)

Your credit card may cover your responsibility for damage to our vehicle. However, that coverage is almost always secondary or excess to any other coverage you might have, such as your own auto insurance policy. Usually the coverage offered by a credit card applies only to the deductible on the collision and comprehensive portion of your personal auto policy. To be certain, you must check the terms of your credit card agreement.


Mechanical Problems

Mechanical problems must be reported directly to the rental location for prompt assistance. Please call the phone number printed on the rental agreement.


No Shows
A "No Show" is a customer that has a confirmed reservation but does not cancel or "show up" at the rental counter. Charges for some vehicles may apply if the reservation is not cancelled at least 24 hours in advance of the reserved pick-up time. Please cancel your reservation in the same manner as you made it, i.e. phone or on line Travel Agency to avoid "no show" charges.

No Smoking
PayLess Car has initiated an enhanced inspection process to help ensure a pleasant rental experience for all. Each vehicle will be confirmed "smoke-free" when it is provided to a customer. Upon its return, it will be inspected. If it is determined that the vehicle must be cleaned of smoke odor and residue, the renter will be assessed a fee of up to $250.

One Way Rentals
All car groups may be rented one-way based on availability. . Unauthorized one-way rentals will be subject to a surcharge.

Parking/Traffic Violations
You are responsible for paying all parking and traffic violations incurred while using the vehicle. If you incur a violation during the rental our agent will process and bill you for fines associated with the violations. In addition to any violation fees you will also be charged a service charge, payable to the third party, of $50.00 per violation. These items will be billed directly to the Credit or Debit Card you used for the rental transaction. Charges will appear as a separate line item on your credit card or bank statement.

CREDIT CARD HOLD: The estimated amount of the rental plus $200.00 will be authorized against your credit card at the time of rental. Unused authorizations will be released upon return of the vehicle.

DEBIT CARD HOLD: The estimated amount of the rental plus an additional amount of $350.00 will be assessed against your debit card at the time of rental. These funds will no longer be available for your immediate use and may take up to 14 days, depending on your bank, to become available. We will not be responsible for any returned check(s) or insufficient fund charges or bank fees related to this process. All debit cards must be US issued.

CREDIT CARD CHANGE FEE: Final rental charges must remain on the credit or debit card used for payment at the onset of the rental to avoid a one-time fee of $10.00, plus applicable taxes and fees, for the re-processing of an alternate card.

Pay Now Terms & Conditions

Terms and Conditions

  • Your credit or debit card will be charged upon reservation confirmation. Method of prepayment toward your rental may not be changed after confirmation.
  • The same credit or debit card used to complete an online prepaid reservation must be presented at the rental pick-up counter as a form of identification. At time of rental pick-up, the last name on all rental credentials (license and credit or debit card) must match the last name on the reservation. If the last names do not match, for security purposes the prepaid reservation will not be honored.
  • Your quoted rental rate is based on the exact parameters (locations, dated, etc.) of your particular rental - changing your confirmed reservation parameters could result in a different rate.
  • At the time of pick up, driver must present a valid driver's license and credit card (or debit card at participating locations) in the driver's name. All drivers must have a safe driving record.
  • Generally, at the time of rental, we'll require a credit card hold of $200. This is in addition to the cost of the rental. While a debit card is an acceptable form of rental prepayment online, it may not be accepted for the credit hold required when you pick up your car.
  • If you use a debit card at a location that accepts them, we will perform a credit check to ensure credit worthiness before releasing the car and you must also present a second form of current identification. If you fail to pass the credit check, you will not be able to rent the car.
  • Please review the terms and conditions on our confirmation page regarding credit or debit card acceptance at the location.

Cancellation Policy

  • If you need to cancel 48 hours prior to the scheduled pick-up time, we will refund the full prepaid amount, less a $50.00 USD processing fee. If the prepay amount is less than $50.00 USD, the entire amount will be forfeited.
  • If you do not cancel your reservation 48 hours prior to the scheduled pick-up time or if you fail to rent the car, the entire prepaid amount will be forfeited.
  • If you return the vehicle before the original return date (early return), you will not be refunded any portion of the payment.
  • Retain your reservation confirmation number as it is necessary for modification or cancellation refund requests.
  • Cancellation refund requests must be made on PaylessCar.com using your reservation number and canceling your existing reservation.
  • Underpayments will be handled at the counter at time of rental return. Unfortunately, we can't promise that your prepaid daily car rate will apply if you change car types, lengthen or shorten your rental period or change your pick up location.
  • Upon returning the vehicle, Payless will process a release of the unused portion of the hold taken at the time of pickup subject to your bank's procedure. This hold may take up to two weeks to be released by your bank.
  • If you fail to return the vehicle as agreed, Payless will obtain additional authorizations from your account to cover the rental charges.

Personal Accident/Personal Effects Insurance (PAE)

PAE provides accident, medical, death and dismemberment benefits for bodily injury resulting from an auto accident PAE also provides benefits from loss or damage to certain personal property while in the rented vehicle. See brochure at location for further details.


PEC

Personal Effects Coverage: When you purchase optional PEC coverage at the designated daily rate, you and your immediate family are insured for the actual cash value of personal property which they are traveling with against loss or damage. The protection is valid for the period of the rental and is subject to all provisions of the group policy.


Personal Auto Insurance

Every Payless car is rented on the assumption that your personal auto policy will cover all liability claims for injuries to others that you cause. This keeps our costs down and we pass that savings on to you in the form of competitive prices.
Some Payless locations require you to present written proof of auto liability and physical damage insurance coverage. Proof should include the name and address of the insurer and the policy number. Rental may be denied if you do not present the required proof of insurance coverage. Please refer to individual location policy: Keyword: LIABILITY INSURANCE


Privacy Policy
Customer privacy is very important and taken very seriously with Payless Car Rental. It is our policy that customer mail or e-mail information will not be shared with 3rd parties except in the case of contracted partnerships for the purposes of providing added benefits to our customers. Proof of Insurance

Every Payless car is rented on the assumption that your personal auto policy will cover all liability claims for injuries to others that you cause. Renter's Liability Protection (RLP)

RLP provides the minimum automobile financial responsibility limits required by the state. Not available in all states. See brochure at location for further details.


Rate Guarantee

It is the policy of Payless to have the confirmed vehicle available during normal business hours for the calendar day of the scheduled arrival.

Requirements and Restrictions

All drivers must meet the renting location's minimum age requirements, have a valid driver's license, clean driving record, and present a major credit or debit card in his/her own name at the time of rental.

The estimated amount of the rental plus a security deposit will be billed against your credit card at the time of rental. Business Credit Cards must also display the renter's name.

QUALIFICATIONS FOR RENTERS FROM COUNTRIES OUTSIDE THE UNITED STATES:
- Must have a valid drivers' license from renters/drivers country of origin.
- Must have a valid passport
- Must have a valid international drivers' license if the drivers' license of origin is not in Roman alphabet.


Roadside Assistance Program

If you purchase our Roadside Service Plan (RSP) we will waive all, or a portion of, the cost of a roadside assistance service call up to the amount of $125.00 per incident.

You may purchase RSP at $4.99 ($3.99 for Florida) per rental day with benefits including:

  • Emergency road service towing
  • Winching
  • Jump start
  • Flat tire change
  • Lockout service
  • Emergency fuel delivery

Supplemental Liability Insurance (SLI)

Toll Road Requirements

You are responsible for paying all tolls incurred while using the vehicle. If you incur a toll during the rental period without paying the toll in cash and we, or our agent must pay the toll on your behalf, you will be charged a Convenience Fee of $3.95 per rental day up to a maximum of $16.75 per rental plus the published toll fee(s) at the time you incur the toll. Toll charges will be processed after the return of the Vehicle and will be charged to the Credit or Debit Card you provided for the rental. Charges will appear as a separate line item on your credit card or bank statement.

Traffic Violations
Traffic violations are the responsibility of the renter. A third party subrogation company may be utilized to recover any fees associated with unpaid traffic violations. A service charge in addition to the cost of the violation may be assessed to defer the cost of collection.

Upgrades
Payless guarantees the reserved vehicle category. If the category is not available at the time of rental, a vehicle in a higher category may be substituted at the confirmed rate.

Vehicle Hold

It is the policy of Payless to have the confirmed vehicle available during normal business hours for the calendar day of the scheduled arrival.
